[Jenkins-infra] JIRA Maintenance this Sunday at 12PM UTC

Since the last upgrade Jira uses a lot more of CPU and Memory, so the
machine running jira was upgraded yesterday, thanks to the OSUOSL team.It seems to be fine now.
