[Jenkins-infra] Provide access to Alex Earl to the trusted infra for Windows packaging work

Hello dear Infra Team,

Alex Earl, as many of us know under the name slide :-), has been doing an
awesome work moving forward the Windows packaging for Jenkins [1].
Alex is now co-owning the official jenkins package on Chocolatey
<https://chocolatey.org/packages/jenkins>.

In the last Platform SIG meeting, we discussed what were the next/last
steps missing so Alex could basically wrap up his work, and automate the
publishing of the Jenkins Windows packages for weeklies.

So, as discussed and promised there, I am sending the email here to
formally request that Alex be given access to the Trusted infrastructure,
at least temporarily, so he can more easily finalize what needs to be wrt.
Jenkins Windows package publishing.

I believe Alex has been around for so long that this makes this request
fully reasonable.
