[Jenkins-infra] Provide access to Alex Earl to the trusted infra for Windows packaging work

Considering the long list of contribution made by Alex to both jenkinsci and jenkins-infra project, I feel comfortable to grant him access to the trusted infrastructure as long as he need it but considering how critical this instance is, it's possible that we remove his access once he's done with it not because I don't trust him but more people can access that machine, bigger is the chance to accidently break it.
