Hi Donova, 

Thanks for your proposition and sorry for this late approval but because of the number of spam we have on this mailing list, each new thread require a manual approval.

Regarding mirrors, indeed your mirror must rsync this endpoint http://ftp-chi.osuosl.org/pub/jenkins/ on a regular basis.
Once done, I can add your mirror to http://mirrors.jenkins.io/status.html

Just keep in mind that we have plans to remove the mirrors architecture to move to a centralized system of distribution in mid-long term.
But today mirrors are still really useful to the community.
