[Jenkins-infra] Your plugin builds can start in seconds, help me test container instances

Hidy ho neighbors!

I would like to improve the cost and performance of our workloads on
ci.jenkins.io, and have enabled the "Azure Container Instances" plugin which
can launch containers within seconds using a service in Azure.

I would like to incorporate this into the buildPlugin() step as soon as
possible, but I need your help to test it out a bit more first. Please try out
the labels "maven" and "maven-11" in a branched Jenkinsfile and let me know
how it goes! You can see an example here:

To support this work, I have created the following repository for packaging
jnlp-agent containers with the tools we may need for our Pipelines

(note: right now the container templates are set up for 2 cores and 4GB of RAM,
we can change that as we learn more about the performance of these instances)
