[Jenkins-infra] Our Azure sponsorship expiring Nov 21st.

So here's the status.

   - We've reached out several Microsoft contacts. They are all busy
   leading up to Kubecon, but they said they'll look into it and get back to
   us.
   - I've given a heads up to the CDF leadership about this situation and
   in the worst case we will come to the CDF for the budget to operate the
   infra.

So no final words to solve this, and there will probably be some temporary
lapse of sponsorship, but in a long run I'm optimistic that this will be
resolved.
