[Jenkins-infra] okra bandwidth spike

[Kohsuke Kawaguchi]

I failed to take notice in time, but apparently Rackspace flagged some
unusual outgoing network activity with okra. See attached.

Just wanted to see if this is something known, or if we need to look into
this further.
