[Jenkins-infra] okra bandwidth spike

okra is hosting archives.jenkins.io, which is just a mirror

I had a look to the machine and our monitoring and I found nothing suspect
But based on the document it's not really clear when the spike happened.
So for now, I will just consider it as a false positive
