[Jenkins-infra] repo.jenkins-ci.org certificate renewal

Hi,

SSL certificate for repo.jenkins-ci.org is going to expire in March 2nd, so
I'd like to start working on how to renew it.

Previously, I purchased SSL certs from GoDaddy, and I could get this SSL
certificate renewed, but this costs $80 on our side.

Alternatively, I wonder if JFrog can get an SSL certificate through Let's
Encrypt. This seems like the most hassle-free cost-effective way to keep
SSL working.

Please advice how best to proceed.
