[Jenkins-events] Clarification on CIA program

Hello,

Recently there was an inquiry on the CIA
<https://wiki.jenkins-ci.org/display/JENKINS/Jenkins+CIA+Program> program
which resulted in questions for qualifications to be a CIA. We should
update this page
<https://wiki.jenkins-ci.org/display/JENKINS/Jenkins+CIA+Program> so that
requirements are clearer for those interested in the program .
