Do you mean Jenkins meetups? If so, existing Jenkins meetup groups are HERE
<http://www.meetup.com/pro/jenkins/>.
Currently there is no meetup group in Washington DC we'd love to have you
as organizer if you're up for it.

If your question is pertaining to CIA
<https://wiki.jenkins-ci.org/display/JENKINS/Jenkins+CIA+Program>, we
currently have a couple ambassadors out there - one in France and 2 in Peru
that i'm aware of.
