[Jenkins-events] [Proposal] - Converting Jenkins Office Hours to Jenkins Online Meetup

Hi Alyssa,
I see the following potential obstacles:
- Formally we need a governance meeting to confirm the budget for the
meetup page (several dollars per month)
- Maybe we need to agree on wording changes at Jenkins Office Hours
IMHO it's not a blocker for the meetup page prototype. We can even start
posting events there by just referencing Office Hours.
