[Jenkins-infra] Nagios for Jenkins, Step 1 of X

I've pushed up some more changes and now have some slightly more useful checks
operating.

In the interest of general transparency I've created a read-only account for
<http://nagios.jenkins-ci.org/nagios3/>, you can log in with "jenkins/jenkins"

The only major tasks I have left are:

    * SSL for nagios.jenkins-ci.org
    * Figure out check_by_ssh for performing checks on remote hosts
