[Jenkins-infra] eggplant now using puppet

puppet 2.7.6 is on the machine and I've updated the manifest to simply run the
"base" module on the host.
The host still runs JIRA and Confluence unmanaged but this gets us a little
clsoer to solving that.
I suppose eggplant will be the first host with a good nagios-driven disk check
:)
