[Jenkins-infra] Moving the actual TODO from the Wiki to JIRA

I was digging around in this list: <https://wiki.jenkins-ci.org/display/infra/TODO>

I can't tell what is actual shit that needs to get done, and what is just misc.
stuff that is outside of infrastructure.


Kohsuke, I think you and Alan were the last folks who really knew what was
going on with this list, can you guys kill the page and move stuff to JIRA if
it needs to get done?


I'd like to move towards a future where infrastructure tasks are managed in
JIRA just like we manage all the rest of the coding work.
