[Jenkins-infra] lettuce to have downtime 4:00 UTC on Nov 13th

The OSUOSL is going to perform some networking maintenance, so this should be
brief.

Lettuce is running the primary DNS server, so I might need to switch over the
primary DNS to another host before/after.
