[Jenkins-infra] Disk space filled up on spinach

I handled an alert from Nagios about disk space on Spinach.
Almost all 80GB of the root partition were filled, largely with Jenkins job
workspaces from ci.jenkins-ci.org.
The main offender was plugin-compat-tester which had 27GB of data in the job
folder, I've since changed the job to only store the last 90 days of builds,
hopefully that will help keep the size down.
