[Jenkins-infra] mirror TIME doesn't update

I'm seeing some issues with loading Jenkins-on-Jenkins, which has a job that
runs the actually rsyncing to the mirrors. As soon as I'm off the train I'll
take a deeper look unless Kohsuke beats me to it.
