[Jenkins-infra] http://updates.jenkins-ci.org seems to be unstable right now

Hi,

I have a mechanism which generates a Jenkins installation and installs
plugins using CLI. I have got several 503 and 504 error codes recently
during such installations. I also get 503 when I try to download the
updates json (http://updates.jenkins-ci.org/update-center.json) to
workaround the roblem described here:
