[Jenkins-infra] Jenkins-on-Jenkins kill-9'd

After seeing reports of issues with the account app, I checked out
cucumber.jenkins-ci.org only to find the jenkins.war process taking up 100%
CPU.

I'm not sure what stopped the account app (it's not well logged) but I
restarted it, and punted Jenkins too.


Kohsuke, if you'd like the thread dump, I captured it but haven't pulled it out
of the giant log file just yet.
