[Jenkins-infra] My patience is wearing thin with ci.jenkins-ci.org

Once again Jenkins-on-Jenkins was killing CPU on cucumber, once again it
wouldn't die without a kill-9.

I've captured another thread dump, but I'm really starting to get tired of this
becoming my every-other-morning routine.

IMHO this is both sucky and embarrassing, we're failing to operate our own
Jenkins instance effectively.

We need somebody from core to look over the thread dumps and do some
forensics to determine if there's a bug, or if we're just running some Groovy
inside the master JVM that's ruining everything.
