[Jenkins-infra] JIRA and Jenkins-on-Jenkins fell over again

I'm dealing with these issues.

I've decided that switching ci.jenkins-ci.org to our LTS is now the only
option. I can't operate an infrastructure that falls over every fucking day.
Use the test harness or some other guinea pig for validating RCs, production
services need to be production quality.
