[Jenkins-infra] Upgrading JIRA and Confluence..

Hey everyone, long time listener first time caller..

A few days ago I made a query about if / how I can get involved in
upgrading JIRA via Twitter:

.. and it was suggested I bring my request to this list..

I deal in Atlassian crap, including upgrades, all day (the company I work
for is an Atlassian "Expert") so we would LOVE to donate our expertise in
helping the Jenkins community utilize the latest and greatest in the
Atlassian tool suite. Just the performance improvements alone in the latest
versions I think make the upgrades worth while  IMHO.

Do you guys want / need the help?  Is there a reason why you have stayed on
the versions of the tools you are on now? (For instance, if you move off of
3.4 Confluence you'll lose wiki markup so that might be why you haven't
upgraded.)

Lemme know the scoop.
