[Jenkins-infra] JIRA/Confluence outage this morning

It looks like both the JIRA and Confluence instances on eggplant OOM'd on the
machine (out-of-memory'd), taking them both offline.

I started JIRA up, let it consume massive amounts of resources and settle down
before starting confluence.

A couple things of note:

  * I need to followup with the OSUOSL on that second Confluence VM that we
    haven't set up properly
  * Looks like our Nagios set up broke at some point, Ithink I might just want
    to toss it out in favor of something else over the weekend (leaning towards
    Zabbix or Sensu)
