[Jenkins-infra] JIRA smtp server updated

[R. Tyler Croy]

I've changed the SMTP server that JIRA is using to smtp.osuosl.org instead of
the local relay that was running before.

This means one less thing to break, one less thing to maintain.

Let me know if this is a problem for anybody.
