[Jenkins-infra] Dealing with heavy load on JIRA/Confluence; update-center generation disabled

I'm still in the thick of dealing with this incident, but here's a summary.


 * Load on eggplant has been obscene
 * Confluence is getting HAMMERED
 * I disabled RPC/SOAP in Confluence
 * I disabled https://ci.jenkins-ci.org/view/Infrastructure/job/infra_update_center_stable/
   and https://ci.jenkins-ci.org/view/Infrastructure/job/infra_update_center/
   both of which were causing extremely high load by what appears to be
   scraping/DoS'ing our own wiki
 * JIRA is still performing poorly, not sure why yet.
