[Jenkins-infra] DNS has been migrated off of the `lettuce` host onto `edamame` and `spinach`

REJOICE!


After much tinkering, with some help from Randm on IRC, I've properly set up
the two hosts as ns1.jenkins-ci.org and ns2.jenkins-ci.org respectively.

Not only does this move DNS fully under the new jenkins-infra and puppetmaster
control, this gives us good resiliency as ns1.jenkins-ci.org is located in the
OSUOSL datacenter and ns2.jenkins-ci.org is located in the Rackspace
somewheres.


There *shouldn't* be any hiccups moving from points A->B but if you experience
problems please pipe up here *and* on IRC. If I'm on IRC i'll notice that
immediately, but if I'm away from my computer email will still reach my phone.
