[Jenkins-infra] New version of plugin not showing up in update center

The mirrors are all outdated (modification date of April 2):
http://ftp-chi.osuosl.org/pub/jenkins/updates/current/
http://jenkins.mirror.isppower.de/updates/current/
It seems there's a problem with updating the data for the mirrors:
https://ci.jenkins-ci.org/job/infra_update_center_mirror/
CCing the infra list.
