Confluence stores its attachments in the file system. (See
https://wiki.jenkins-ci.org/admin/attachmentstoragesetup.action). It can be
setup to use the database, but I'm not sure of any migration utilities, and
there are other problems storing attachments in the database, like file
size limits (which in some cases is not a bad idea anyway).
