[Jenkins-infra] Latest release (1.608) is not available

I don't think it's weird for "packaging" to be in JENKINS, as a 
hypothetical "the .deb package is doing something weird" bug wouldn't be 
an INFRA issue.

However, this issue was unclear as to whether it was a problem with the 
packaging scripts, or with some release/mirroring infrastructure.

So it probably does make sense to *also* have a "packages" component 
INFRA, e.g. for issues like "the deb HTTP repo is not working" (or 
"delete the RC repos" (INFRA-268)).
