[Jenkins-infra] Database access grants

I should have thought of this beforehand, and my bad I didn't.

The "hudson_confluence" DB on mysql1-vip.osuosl.org is currently accessed
from 140.211.15.101 through user "hudson_confluenc" (note no 'e' in the
end.)

We are moving this app over to another host 140.211.9.32, and therefore
we'd like that host to have the grant to the database.

We are in the middle of migration, and I realize that this is Saturday, but
if you can resolve this in a timely manner that'd be very helpful.
