[Jenkins-infra] Database access grants

[Kohsuke Kawaguchi]

The "hudson_jira" DB on mysql1-vip.osuosl.org is currently accessed from
140.211.15.101 through user "hudson_jira".

We are moving this app over to another host 140.211.9.2, and therefore
we'd like that host to have the grant to the database.
