[Jenkins-infra] JIRA upgrade to 6.4.2

OK, let's do Sunday morning, then. Hopefully this is going to be a very
minor work.

Actually, it doesn't look like the disk has grown on edamame. I need to
check with OSUOSL. So maybe we need to postpone after all.
