This is the right mailing list, but bugs (including infrastructure
issues) are normally filed on https://issues.jenkins-ci.org/ — in this
case, under the INFRA project.

Anyway, the community ratings page works fine for me at the moment.

The "buttons", i.e. the weather images, are served from
ci.jenkins-ci.org, e.g.
https://ci.jenkins-ci.org/images/32x32/health-80plus.gif

So that server was probably temporarily unavailable during your visit.
