[Jenkins-infra] Proposed maintenance window Feb 20, 17:00-20:00 UTC

I've got a couple tickets that I would like to resolve:

 * https://issues.jenkins-ci.org/browse/INFRA-514
 * https://issues.jenkins-ci.org/browse/INFRA-390


Inherent in both of these would be getting all our systems up to date with the
latest security advisories for Ubuntu LTS distributions. This is non-glamorous
work that I've been procrastinating on and really need to get done.


If there are no objections to this timing, I will send out notice on the users
and dev lists with a more detailed description of events.



If you're willing to volunteer to help, let me know too :)
