[Jenkins-infra] plugin-site jenkinsfile

Hi all,

I would like to review
https://github.com/scherler/jenkins-plugin-site/blob/issue/WEBSITE-89/Jenkinsfile
with some one. Actually since last night we do not need a npm/node enabled
node anymore for building since that is now done in the docker image.
However I am not 100 % sure on how you like the test: run in the
contatiner, ....


Any guidelines would be really appreciated.
