[Jenkins-infra] Puppet master is currently offline

This is a heads-up, not a call for action. While upgrading Puppet Enterprise
(see https://issues.jenkins-ci.org/browse/INFRA-576 which blocks INFRA-601),
the upgrade went about as poorly as one can imagine. The PE upgrade process
half-removed the old installation and half installed the new installation.

Advice from Puppet Labs has been to start with a fresh new virtual machine and
a fresh installation of PE. Late yesterday I got a new VM from the OSUOSL and
started bootstrapping PE on that host.


Unfortunately I ran out of time last night, but should be able to complete
bootstrapping it tonight or tomorrow.


As it stands right now, all user facing services are operational, we simply
cannot deploy new updates until this has been repaired.
