[Jenkins-infra] Signup fails

When attempting to sign up a new user starting with this page:
https://accounts.jenkins.io/signup

Clicking "submit"  hangs on this page for 30+ seconds
https://accounts.jenkins.io/doSignup

And Eventually returns:
Proxy Error

The proxy server received an invalid response from an upstream server.
The proxy server could not handle the request POST /doSignup<https://accounts.jenkins.io/doSignup>.

Reason: Error reading from remote server
