[Jenkins-infra] Mirror offer in NL/DE/US

Hi Jenkins infra,

At LeaseWeb we are using Jenkins quite extensively, and as a return gesture we would like to offer you public mirrors on 5 different locations:

EU - Amsterdam, the Netherlands
EU - Frankfurt, Germany
US - Washington area (Manassas, VA)
US – Dallas, TX
US – Bay area (San Jose, CA)

All mirror servers have 10 Gbit connection and offer http/ftp/rsync on ipv4 & ipv6
