[Jenkins-infra] Kubernetes Cluster Upgrade

Hello,

During the latest Infrastructure meeting, we planned a maintenance
window for this Thursday 24th of August at 8PM (UTC) - 12PM(PDT) in
order to upgrade the Kubernetes cluster.
We'll also migrate accounts.jenkins.io on Kubernetes.

This upgrade should last for 1h and may affect following applications:
  * https://plugins.jenkins.io
  * https://accounts.jenkins.io
  * https://repo.azure.jenkins.io
