[Jenkins-infra] Adding Seville JAM as an Infra Sponsor

Hi Manuel,

I have moved the discussion to a separate thread.

Firstly, thanks a lot for your contributions w.r.t deploying and hosting
the mirror. I totally agree with you that it could be considered as a
sponsorship.
There are some issues with the mirror tho:
http://mirrors.jenkins-ci.org/status.html

My main concern is that Seville JAM is rather a subdivision of the Jenkins
project in community terms, so I am not sure how it would look if we say it
sponsors the project.
Also, IIUC "Seville JAM" currently means "Manuel Recena". Is it correct? Or
are there multiple active organizers now?
If there is a legal entity backing Seville JAM, maybe it would be
preferable to mention it... or you directly. Not 100% sure.

Anyway, let's discuss it.
