I'm not sure which part you're referring to, so I'll add more details to both!

1) Centralized distribution via Azure is a work in progress effort by Olivier
   which he linked in this document: https://github.com/jenkins-infra/iep/pull/17o
   This effort will move _all_ our primarily distribution to Azure which will
   resullt in mirrors not being used except by those who explicitly chose to
   use the mirrors. In essence, mirrorbrain will be turned off and
   mirrors.jenkins.io will only redirect to the Azure CDN.

2) TLS-based traffic on Azure. For almost a year (I think), Linux clients with
   a package repository of `https://pkg.jenkins.io/` have been redirected
   TLS-based storage on Azure to ensure that the protocol remains secure. You can
   see this behavior with:

        % wget -O /dev/null --debug https://pkg.jenkins.io/debian/binary/jenkins_2.135_all.deb

   This is _only_ for those with an HTTPs apt/yum repository configured since Apt
   doesn't handle protocol upgrades properly unless apt-transport-https is
   installed.

I suggest simply listing "Seville JAM" then, I wouldn't consider myself a
"sponsor" of the Jenkins project despite all my personal-time effort which has
gone into the project over the last ten years :P
