[Jenkins-infra] Submit Jenkins job for every PR raised

Hi Team,

Need your inputs on setting up build for every PR raised.
Currently in our organization we fork the repo and raise PR aganist the
same branch in the organization repo. So,for every PR we need to trigger
the build in jenkins(Need to rub Rspec).

Tried all the possible ways. Any help would be greatly appreciated.
