[Jenkins-infra] Newbie Friendly contributions

Hey,
 
I wanted to send this email to thank all the people who contributed to the Jenkins infra project over the last week. 
And especially Dumitru, Kayla, Michael and Tuan who proved that it was possible to improve the infrastructure without deep knowledge or privileged access.

Several weeks ago, I started to add the label "newbie-friendly" to Jira tickets that are well defined.
Those "newbie-friendly" tasks have more chance to be done as more people can contribute to them.
In order to be considered as 'newbie friendly', I expect the following requirements

1) Task well defined, what/where/why and how to validate
2) Repository associated clearly identify like 'jenkins-infra/azure'
3) Can be tested without priviledge access, like docker application

I am interested by any feedbacks and especially from the people who recently contribute to see how we can improve the process.
One of the first thing that would be useful, is to improve https://jenkins.io/projects/infrastructure to explain how to contribute.
