[Jenkins-infra] Jenkins mirror shutting down

Thanks, Manuel for running this mirror for so long.

I'll remove it from mirrorbrain when I have some spare time, I created this ticket INFRA-2377 <https://issues.jenkins-ci.org/browse/INFRA-2377> to track the work.
I hope to be able to make progress on the way we distribute packages soon.
