[Jenkins-infra] Sendgrid account

I think this email is mainly to Olivier,

I knew that we've signed for a higher pricing tier for SendGrid to run
elections. I noticed that this additional tier is still in place now, and
it's costing $200/mo. Is this just an oversight, or should we be expecting
to remain in this tier for a foreseeable future?

I'm asking because this currently goes through my credit card account, so
depending on the answer I need to get my expense reimbursement act together.
