[Jenkins-infra] INFRA-2275: Allow CloudBees Product Hub App to access jenkinsci GitHub org?

There was another request for something very similar (from Parker Ennis) where this was discussed and the discussion centered around this only being access only be read access and since the jenkinsci org is open anyway.
