[Jenkins-infra] Requesting Admin access in the jenkins-infra organization

I am in favor of this permission grant in order to improve this organization in the right way and reduce the bottleneck of our Github maintenance tasks and I totally trust Oleg to do the right thing.

We currently have four people who 'own' the Jenkins-infra organization, KK, Tyler, Daniel and I, so it would bring us to 5 people which I think is acceptable, but I wouldn't be in favor to have more people with that level of permission unless other owner step down.

I am waiting for Daniel and Tyler feedback before changing anything
