[Jenkins-infra] Our Azure sponsorship expiring Nov 21st.

I received an email as the account holder:

    "I was just reviewing your account Jenkins  and will graduate on 11/21/2019."


Basically, we're exiting the sponsored timeframe in Azure and our account will
convert to "Pay-as-you-Go" which I _believe_ is using either Kohsuke's personal
credit card, or CloudBees' corporate card.


Either way, Tracy we need to get things figured out with CDF immediately.
