[Jenkins-infra] Rackspace is willing to continue sponsorship

I'll find out, but even if it's just 3 months I think it's still
worthwhile. After all, we are already using them today, it's costing us
money. What they are saying is that the bill will go to $0. No action
needed on our part. We just get to postpone the effort of moving it
elsewhere, and that's valuable.

This is a different situation from when we got into Azure, where we had to
invest significant effort to migrate into Azure. There, obviously we don't
want to migrate back out after 3 months!
